Via Drivers Causing Poor Performance w/ Ti 500??

I'm curious what version of 4in1 poeple are installing on their systems. I just installed a VisionTek Ti 500 on a clean install of Windows 98 and performance has been awful. I'm averaging 78 fps in Q3A and my 3dMark2001 score is 4995. I'm thinking the Via 4in1 version 4.37 is for some reason slowing the video card down. I have the official 23.11 installed and the rest of my specs are listed below. Thanks for any input.
