It's been demonstrated before. He extracts hydrogen from distilled water.
The problem with ALL hydrogen based vehicles is the energy potential of the fuel (energy per pound of fuel). Water is a very inefficient way to store hydrogen fuel. Even by this inventor's own optimistic estimate he states a "1000 cc car could cover a distance of 40Km" (24 miles). That's a damn small car engine and not a lot of range.
Storing pure hydrogen is more efficient, but nowhere near as efficient as gasoline or diesel. It's also highly explosive, and requires cryogenic cooling.
Most practical hydrogen propulsion systems involve storing hydrogen in a solid of some kind and removing it using a catalyst.
The fact of the matter is that gasoline is a very efficient energy source for vehicles. I think the real future is microbes that synthesize diesel directly, or bio-diesel from non-food plants. Our current dependency on corn based ethanol is not too bright considering corn is the what feeds most of the world. Not a good idea to make both your transportation system AND your food supply dependent on the same source.

I've always thought the corn route was foolish and it was really just to help the farmers but the E85 fuel is crap and that fact that stations are allowed to mix up to 10% of Ethanol into the gasoline, has been a source of MANY problems with lots of vehicles.
