Many of these countries don't have the wired infrastructure, so they had to put a larger focus on the wireless portion. Still though, the US is lagging behind in that now too.
It isn't that big of deal for mobile devices though. They really don't have to push that much data through fast, and there is normally wifi access around anyways. The issue becomes more of a problem if it is your only source of internet around.
