Your laptop is probably not setup to boot from a CD. Go into BIOS and change the boot order so the CD is first followed by the hard drive.

Alternately most computers have a boot menu. Hit the proper key during the POST screen and you get a menu that lets you select which drive to boot from.

When Hiren's boots it will present the choices of Boot from CD, Boot from Hard Drive, or run Mini WinPE (phrased something like that). Select the Mini WinPE option which will boot you into a live Windows OS running from the CD and a RAM drive. You can then type CMD at the run prompt to open a DOS window and do your thing.

WinPE supports flash & USB drives so this is also a handy way to copy your data off the drive if the drive is not repairable, assuming the data is readable.
