Are the fans spinning up at all? You might try a different power supply.. Also make sure the CMOS Jumper isn't set to clear.. Some mobo makers ship them with the jumper set to clear.. ;\

As Ego said, need more details. What does it do? Do the fans spin? Any indicator lights?
A common mistake is to forget to connect the square 4 pin power plug from the PSU to the mobo (near the CPU). It won't post if it's not connected.

Yep i checked the cmos jumper..all fans are spinning up and the 4pin power plug is plugged in. I just did some messing around and pulled the mobo out of the case completely and she fired right up. So i know i have a grounding problem. Upon further digging i noticed if i seat the modem in either pci slot it grounds out and wont boot. Take the modem out and it purrs like a kitten. Unfortunately they are on dial up and have to use it. What the heck can i do to get around that little issue. I dont see anything touching but its grounding out somehow.

You need to confirm whether it's the modem or the case. Put it back in the case and plug another PCI card into the same or adjacent slot and see if it happens. You could have a cracked trace on the mobo and inserting the card flexes the mobo enough to open it.
Modem cards are cheap if you have to replace it.
