I dont want one that someone else runs and i pay like a monthly fee for. Is it possible to run my own like one that i have physical access to? Inexpensively of course.

Of course its possible.
Setup a server and install an MTA on it and off you go. Some gotchas:
1) Do not even attempt this unless you understand all the security ins and outs of whatever OS you choose. If you don't keep up w/ security you will have someone reading your email (and worse) in no time.
2) Check the TOS of your ISP. Many ISPs block traffic on port 25 (smtp) and 110 (pop3). If they do, running your own mail server is pointless.
