I am fed up with throwing good money after bad to keep my Tualatin secondary rig going. Just got a bonus at work, so maybe I will upgrade my primary rig. What the best bang for the buck AMD setup right now? (BTW, I watercool and believe in torturing CPU's - this is PC Abusers after all
)

I've been checking around for the same thing. From what I see, the shuttle an35n ultra (56.99 shipped at newegg) and either a xp2000 or xp2500 which with the right ram, you should be able to o/c it to 3200+. You may can get a 2500+ cheaper in the forums.
Some have mentioned about the mobile xp, but never used one. Maybe any who have will comment.

what everyone said - nforce2 and barton 2500 or one of the mobiles (may have a little more headroom) because of the lower start voltage - i have a 2400 mobile rock solid at 2.2 @ 1.65 - it has a good hs/ but a real slow fan cause i dont like noise -
you can also pull the high oc without ddr 400 if you have good 2700 -because you can change the multi
