the radeon family does support some mpeg2 decoding.

All high-end cards (Radeon line, Geforce line) supports hardware decoding (to varying degrees). PowerDVD will use hardware decoding if it detects it.

Must there exist a dvd decoder driver like that of the Radeon in order to utilize the hardware?

Not that I'm aware of. I have no DVD driver for my Radeon 9800XT
