On my new Dell, when a program crashes, it asks me if I want to send a report to Microsoft about the error. Does this send any confidential data (like spyware would) to Microsoft that it shouldn't?

It doesn't send anything really User specific, more computer specific. Stuff like service packs, programs running at the time, a dump of the memory, that sort of thing. You can get rid of it all together though
Here's how to disable this "feature"
Open Control Panel
Click on System
Then click on the Advanced tab (at the top)
Click on the error reporting button on the bottom of the windows
Select Disable error reporting
Click OK
