crazy cd roms

A coworker asked me to help with his system but it has got me stumped so far. He has an older gateway system 266mhz. He installed a new Buslink external usb hdd and since then his cd rom doesnt work. I suggested he get a new cd just to see but still no. I got him a new ide cable and that didnt work. Here's what it does: old cd with old cable= nothing old cd new cable=nothing new cd old cable=windows protection error new cd new cable=windows protection error no cd at all=windows protection error

Im like wtf!!! by nothing i mean the cd wont read. Its recognized by the bios and you can see it windows but you cant access it. Hell with the new one it rarely even boots. PSU maybe?? Its a 200w job. Im just totally stumped. It doesnt matter if the usb drive is hooked up or not. Tried it both ways. Any ideas??
