Check out the Planar PX171M. This is the LCD monitor I am planning on getting this summer for my new system. It claims a 16ms total pixel refresh rate. Game PC just did a review of it and claims its the best gaming LCD they have seen.
Game PC Planar PX171M Review
You can get this monitor from Dell for $569.00 with free shipping.
Game PC also posted a review of a Planar 19" LCD monitor which has a total pixel refresh rate of 25 ms. They also like the monitor very much, but it did show some slight ghosting in games like Quake 3 and Unreal Tournament 2K3. You can also get this monitor from Dell for a little over $700.00 with free shipping.

a - the guy IS asking for a monitor and an LCD FP is a monitor (people here know what he means even if it is a typo, no real need to point it out)
b - LCD's have up to 85MHz refresh just like any CRT - so you are wrong about not having a "decent refresh rate" because you can't really notice anything beyond 75MHz
c - LCD monitors are measured more via response time which would be what you want as low as possible so it doesn't ghost on things like games

None that I am aware of. The Planar I mentioned and the Hitachi CML174 are the only sub 20 ms pixel refresh rate LCD monitors that I know of. There are the Apple Cinema widescreen LCD monitors, but you need some type of adapter to make them work on a Windows PC and they are a little on the pricey side.
