Just a couple of things you may have already tried.
Boot with one stick of ram and then in different slots. Reseating the ram also.
Not sure how p4 sits but maybe reseat that too.
If not the ram or cpu then it's usually either the video card or power supply. At worst it's the mobo, but it happens.
