Do you have the latest BIOS for your mobo ?
You can also check http://www.viahardware.com/faq/kt7/kt7faq.htm or search http://groups.google.com/ for "kt7 geforce2"

Check again all your connections. Be sure all cables are plugged in fully and one didn't get loose. So this just started after you changes cases?
If you are sure all the connections are ok, even the ones going to the motherboard like from the power switch then can you try another cpu? I'd take that one out and test in in another system if you have one there. And be sure the pins are not bent. Also are any jumpers on the mobo set properly?

Unplug all connections and cards from the mobo.
Check to see if there's ANY standoffs under the mobo that AREN'T aligned with a screw hole on the mobo - you could have a medal standoff shorting some solder pads under the mobo.
Put back ONLY what you need to get it to post: install ONLY the video card, connect the power switch, speaker. Don't connect the IDE or floppy ribbons for now and don't connect any of the power connectors except the one to the mobo.
Make sure the memory and CPU is fully seated (double check - I've seen ram LOOK like they were seated but they weren't) and fire her up and see what happens.
Double check any jumpers.
Hope this helps...
