wiper problems

this is on my 2002 vue .
for a while now my front wipers have been acting up.
sometimes they they work like there designed. other times I only have high.
I replaced the wiper switch with a new one from the dealer.
now the rear wipers stop totally. I checked the fuse and it fine. pulled the rear wiper relay and the auto parts tested it with a 9 volt and said it works as the unit clicked.
the washer fluid works fine front and rear.
the rear wipers never was a problem before - both front and rear wipers have intermitten wiper controls in the switch.
both wiper motors are $120 each to replace from the autoparts .and $170 plus from the dealer. not wanting to buy new ones if thats not whats wrong.
any ideas ! (plus all the work to get to them and replace them ) the front one is under the cowling.
