ABIT VP6 - boot failing

I received this older system - PIII ABIT VP6.

System will not complete its boot/post.

Halfway through boot (using POST card), booting process will stop at C0 - Boot with Int 19 (Phoenix BIOS).

Questions:

1. What is "Boot with Int 19?"
2. Thoughts on why booting is stopping there.

Nothing is currently connected to the board, except:

POST Card
CPU
RAM
Power
Video (and tested without video card) - no video shown at all

my code book says" try to boot with INT 19" beep 4-1-1-1 thats from a preferred post from eurosoft. try resetting the bios, set it to defaults it may be the problem.
this: http://www.ata-atapi.com/hiwdos.htm indicates there is a problem with your bootsector on the floppy or hard disk INT 19 is executed after post completes.
