I went to symantec.com and did a search for "safe to shut down" and found some stuff.

Situation:
When you restart the computer after installing Norton SystemWorks or after running Speed Disk or Norton Disk Doctor you see "It is now safe to turn off your computer" or the computer shuts down completely.

Solution:

Vmm32.vxd and Wininit.exe have both gave me problems before.

If that sounds like your problem, see what you can find on it.
As for me As I recall I did a seach for those two files useing find on a working computer with the same O/S then copied to floppy, then booted from a floppy start up disk on the non-working system and then copied the files to the same location they had been in on the working system, and that fixed my problem, about 5-10 minutes. Once I figured out what was wrong :)
Nothing else was wrong with the computer. I had another system with the same O/s in the house so it was easy. MS gives instructions on a harder way to do it, probably since not everyone has two or more systems.

If you have to you can install the drive as a slave into another system and copy the files there. Like if the system won't boot from a startup disk either for some reason.

Did you do a complete surface scan from the fdd or cd? My parents are to cheap to get a new HDD and about every 3 months a few sectors goes bad on their comp. Anyways it will boot up and lock before getting into windows, the normal scandisk check wont catch anything, but a surface scan always finds and marks the bad sectors. Maybe worth a shot before the format.

could be something called a "DOS Loop" I will look into it further. Had this happen to an older gateway with win95.

Got it. From the windows startup menu "F8 upon bootup" choose safe mode command prompt only. At the prompt, type this "Win /wx" without the quotes. Couldnt hurt to give it a shot.

well i talked her into letting me reformat it so i guess tomorrow and blow the lid off the POS and get it going right. but i will try would you suggested Cat just because you tried to help :)
