HIP: You sure you didn't disable "Shell Enhancements" or "Active Desktop" using TweakUI? If you check either, the Web tab will not appear in display properties. You also lose the "Stretch" feature in the Wallpaper tab.

Doh! I'm use to seeing her with ALOT of makeup and weird hair. I still thinks she needs to spend some of her $$ on the upper chest area though, about $10K should do it ;)
