Just a thought going off of FP's response, can you disable the nic and see if that helps? Or try a different vid card? I reaching here but ya never know. :)

I am gonna give him a NIC from one of my systems and disable his onboard one. I'll try a video card after that. Then, it's mobo RMA time :(

You can still have a PCI IRQ Channel conflict. All your onboard devices, as well as your EIDE controller and USB controller are all PCI devices and prone to this.

On modern mobos there's a BIOS menu to re-assign PCI channels A thru D.

I've been through the BIOS a few times and haven't seen that option, and the user's manual online makes no mention of assigning IRQ steering channels. The only IRQ options I see are the options to allocate an IRQ to the PCI VGA, and change the parallel port and MIDI port IRQs. I might be missing something, but I'm not sure.

That only lets you change the IRQ asigned to an interrupt line. If you've got more than one device on a single interrupt line, then they will share no matter what you try to do. BIOS settings can't change physical connections.
He's still getting random reboots.
Reboots are almost always dodgy/defective hardware or buggy drivers.
