Looks like 1909 is small update from 1903, and that Microsoft is making it a small download (it'll be a full large download, of course, if you're upgrading from an earlier version).

Seems to be bug free for a change, and mostly under the hood improvements.

I still need to upgrade from 1803 to 1903. I forgot if I downloaded it and don't recall the best way to upgrade (not gonna do a fresh install).

For an upgrade it's best to run it from within Windows. Run the executable on the flash drive or DVD disc, whichever one you decide to make from the media creator.

I'm not sure I'd want the 1909 though. Isn't the 1903 more stable?

Looks like 1909 is pretty much 1903 with a few minor fixes. If you upgrade from 1903 to 1909 via Windows Update, it's just a few MBs.

1903 isn't available anymore via Microsoft, unless they maintain an archive somewhere.

Thanks. I always download the flash drive and the ISO file for saving purposes.
