This pertains to new installs. They have since backed off on this in last May's 1903 Build, but there's instructions on how to install 1809 as a local user, if you wanted to install 1809.

Frankly you're either on 1803 (and I'd recommend staying there as long as they let you) or I would recommend just going directly to 1903 instead of 1809. Build 1903 is solid at this point and 1809 was so problematic that it wasn't even pushed out as an update.

I honestly hated seeing the 'Create an Online Account' stuff all the way back in the original Windows 10 versions, so I just make it a point to keep my computer off the net until after I have the local user created. Honestly never noticed this on 1809... actually, I think I just skipped 1809.

I just recently upgraded the SSD in my laptop and went ahead and fresh installed 1903. No real issues yet, knock on wood. But just another shady BS tactic from Microsoft.
