This is some update that was supposed to prep your system for Win10. People report major drive thrashing and high usage. Apparently is also happens AFTER updating to Win10 as the service continues running for some stupid reason.

It was installed on my Win7 PC 7/13/16 but I can't seem to delete it. Says that I need permission from "trusted installer" to do so. Haven't noticed any problems with the PC however.

The Win8.1 version can't be uninstalled either - I tried.
However, turning off telemetry seems to disable it. Easiest way is to use Spybot Anti-Beacon:

NOTE: I recommend allowing it to run in startups so it can refresh the immunization on reboot in case some update reverses them. Also I would STRONGLY recommend that you ONLY immunize the first tab ONLY (Protection). DO NOT immunize anything on the Optional tab or you may block access to legit and necessary Microsoft web sites.

So your saying it's okay to delete this file: CompatTelRunner.exe? I found it in 3 different places on my rig. I also have spybot antibeacon installed.
If I run Task Manager and under the Services tab, I don't see the file listed. I did find this: kb2952664 which was installed so I just uninstalled it.

I'd rename the files, just in case it breaks something. Rename them CompatTelRunner.exe.deleted

I checked my laptop, and I don't have that file, and I don't have that KB installed. So I'll just delete the files on my main rig.

That explains things for me. Built a new server with a spinning hard drive and it's been drive thrashing an unusual amount. Giving it a try.
