Looks like you can still get Win10 for free. It's supposed to be only for people who use assistive technologies, but there appears to be no requirements or restrictions, and you don't have to prove anything. The Register confirmed that they got the upgrade without having to prove anything:

OK, for giggles I am upgrading a Win7 Pro VMWare VM to Win10 using this. No sign up, no questions. Download the installer and it installs Win10. However, unlike the old Free method you don't get the option to create the media - it only upgrades your PC. Of course there are other ways to get the media, and you can also make a Recovery Flash drive once Win10 is installed which is the same thing.
In the process of upgrading now (15%). Will let you know how it works but I don't expect any problems.

Worked fine, and it says it's activated.
Now I can play around with the Anniversary update since I'm deferring it on my other Win10 systems.

I bet it lasts a while. I suspect this is Microsoft's way of letting us slide for a while longer without actually making it "Free" anymore. Maybe another 6 months and then they'll make some sort of requirement.
