Anyone know why IE would stop opening multiple windows?

I haven't seen either computer in person yet. One is a brand new Dell, the other an older custom system. Both running WinXP SP2.

Both have an annoying problem. If an IE window is already open and you click on the IE icon and it doesn't open a new IE window, it just takes you to the existing open IE window and opens the home page.

Only reason I could imagine it doing this is if they're running a primitive popup stopper that prevents more than one window from openning, but they aren't. They're both running Google Toolbar, but that doesn't prevent multiple IE windows from opening.

Just wondering if anyone has an idea so I can email them a fix instead of going over there.

I'm just digging around a little and it looks like it could be related to the Y! toolbar... Not sure though..

Read the eula of the toolbar before you install....you might be surprised at what you may find out.

What about the reuse windows feature? If its on all links/bookmarks that don't specifically call for a new window open in the existing one. But I don't think that does it when you click the actual IE icon. Unless their IE icon is just a link to their homepage because they deleted the original.
