Install TweakUI if you haven't done so (can be found here ), you'll find it in Control Panel after installation.
Open TweakUI -> Control Panel tab -> deselect elicense. That'll get rid of it in Control Panel.

This doesn't delete the software. Check ADD/REMOVE PROGRAMS if it has an entry for elicense and remove it from there. You could also run a search on all your drives for elicense.

Even if you remove the program, the Control Panel may remain.

All control panel icons are .CPL files. Easiest way to remove one is use TweakUI as Doc suggests.

Another way is to search for all the .CPL files in your SYSTEM32 folder and delete the offending file (safer to move it to a temp folder in case it's a CPL file you need and want to restoe it later).
