i am new at this so this might sound like a dumb question© i recently bought a heat sink/fan and there is a silver square on the bottom of it© i wonder, do i rip that thing off?

Yes, You can carefully remove it but you have to put Thermal compound in it's place. Thermal Compound will work much better than that type of pad. Use a thin coat.
