Does thermal compound really make a difference?

it is better usually up to 5 degrees. also what voltage and you might want 2 get a copper shim 2 make SURE the heastink it totaly lefal o nthe cpu.

Hi,
I jus got a p3 850 that claim to do 1054, but when i got it only does 995 max.
Here's the story, first i jus used the thermal pad that came wit my new FOP38 i tried 1054, boots to splash screen for like 3 sec then whole screen went blank however the monitor light was still green. I wiped the thermal pad off and slap on some cheap white thermal paste, did the samething but this time no more black screen it jus hangs on the splash screen.
Its not the fsb at all becuase i was running at 124fsb on my 650@805/
I asked the seller and he said he was using copper grease so if i slap on some artic silver do u think it'll make a difference?
Also which is a better heatsink not counting the fans, fop or an alpha pep66?
