for that heatsink

you should have 2 fans on the side.....

one on the right of the heatsink blowing in
one on the left of the heatsink blowing out

The fans wouldn't need to be too big either
I've been through the desert on a horse with no name
It felt good to be out of the rain
In the desert you can remember your name
'Cause there ain't no one for to give you no pain

what about a pseudo heat exchanger? like have tiny metal fins or whatever surround a hollow U-shaped rectangular tube, then either suck air out one end or blow in. of course that's basically the same as the those slot1 alpha designs with the sheaths, except you place the fan at the side

i think the main limitation in air cooling still remains to be the fact that air is a bad conductor? hence water cooling's tremendous effect. or maybe its the lack of airflow/cooler air to reach the metal?high rpm fans and netter air circulation within the case

with the high rpm fans, the key would to make silent fans would be to use fans with larger blades or design blades better with more? or using ducting and exhausting outside the case like normal case fans.
