sound card/winamp trouble

well, just put in a new soundcard, and it's messed up...whenever I play an mp3 in Winamp, it's really scratchy when the volume is low. When I turn the volume higher, the song tends to drown out the noise, but it only happens in Winamp, not any other MP3 program. I've tried un-installing and re-installing, doesn't do anything. Any suggestions??

What brand/model sound card?

and what version of winamp?

are you sure you arent playing mp3s with a 96 or lower bitrate?
what about your speakers?
