Brent Justice the Videocard reviewer from HardOCP, has started his own site with some of the other reviewers and donated equipment from Kyle Bennett.
Here's his performance review of Quake II RTX:

At 1080p default RTX settings, looks like an average FPS of 90 on the 2080 Ti and 15 FPS on the 1080 Ti.
