If anyone has bought an Android device somewhat recently you will find that apps tend to install on the internal storage and the device treats the internal storage as a sd card. The problem with this is when you want to go and move apps to the external sd card since you are starting to run out of internal storage.

Your device needs to be rooted though. Mind you I wouldn't move any system apps, but most anything else should be fine. Do note that it won't certainly work for every app, but most apps should work fine.

I have no problem moving apps to the external SD card just using the apps menu in settings - no need for rooting.

So what does this do that's different?

What it does is it move the bulk of the app data to the external sd card and tells the phone or tablet it is actually on the internal storage.

This really depends on your device. Many newer phones and tablets are now treating the internal storage mount point as the sd card. So when apps are installed, they are all installed to the internal storage, more especially an issue for large things such as games. Most apps aren't able to recognize the your external sd card, so they don't use it, and there aren't options available to move anything to your external sd card.

In your case, it is clear that you don't have one of these Android devices. My older phone is the same way, but the newer ones I have come across with much larger internal storage, are ones where using this helps a great deal.
