SpeedStep Problem?

I'm having an issue with my laptop and am wondering if it is SpeedStep related. First off I use SpeedSwitch to control my power settings which ios set to Max Performance when on AC and max battery on battery. Well when I have it plugged in and try to play a game like World of Warcraft or Guild Wars (only 2 games I've played enough to notice on it), it will work fine for a random period of time then it just becomes jerky. Mouse movement is still fluid but keyboard response and 3D performance is just horrible. Its almost as if the CPU is cut to 50% speed but I put both settings on Max in SpeedSwitch and still the same. I also reenabled ATI PowerPlay and set that and it still does it. Has anybody seen something like this before? The last thing I can try is to disable SpeedStep in the BIOS and see if the problem is fixed.
By the way the laptop is a Dell Latitude D600, with specs as follows:

<li>Fresh Windows XP Pro install (did it on previous install also)
<li>ATI Mobility Radeon 9000 32MB dedicated memory
<li>40GB harddrive (new refurb drive since my old one crashed, this is the 2nd drive I've had to get from Dell in less than 2 years)

When the laptop isn't messing up the game runs fine with zero problems.
