Did you already have the Verizon Messages app installed on your phone? I didn't.
I could SMS from the PC, and I received new SMS messages on both the PC & the phone, but I didn't have my history on the PC, nor did outgoing messages sync between them.
Installing the phone app now, but I'll have to see how I like it. It's a big app, and Verizon's apps are sometimes resource hogs.

Since I use WhatsApp for messaging, I use their web page while I'm at work so that I don't have to pick up my phone.
