Got a slight increase in speed

I've had FIOS now for almost a year, and its been great. I recently added TV and canceled my Dish Network account. They gave me an offer I could not refuse. In the end, I save about $30/month. Now I have a DVR which I did not have before. I tried to get one for free from Dish, but they wanted an extra $7/month. So when I called to cancel, they were offering just about anything to keep me as a customer (been with Dish since 2003).
During the hookup, I noticed my internet speed went up to

Before this, I was getting about 2200kb/s down and 720kb/s up.

Not bad at all. I've reduced myself to the basic service with Charter because I'm broke. Somehow though, I guess they forgot what basic is, because I've got this (and it just seems to be getting faster every time I check):

NORMALICY: Don't get TOO excited. SpeedTest.net measures your burst speed. Your actual download speed is probably half of that. Try this speed test to get an accurate measurement. It ignores burst speed:

For example, here's my Comcast connection. The 8Mbit is my actual sustained download speed. We only get promised 6Mbit out here but I'm in a rural area and I practically have the entire node to myself so 8Mbit is not uncommon. The SpeedTest.net speed is almost twice that because it's measuring bursts speeds which only apply for the first few seconds of a download or to small files (like web pages). Very misleading.
I swear I think that these cable companies own SpeedTest.net just so they can inflate their speeds. Most of the cable ISPs use burst speed.
I'm pretty certain that the speed Exec is getting on FIOS is a sustained speed, though but I'd be curious how FIOS tests on Wugnet.

This is pretty close to what I get one my comcast connection at my other place. I can consistently download @ 1MBps depending on the server I'm downloading from. It's nice

Using Wugnet, I get 4.96 mbps down and 1.14 mbps up.

Well crap almost 1/4 the download speed:
Guess I can't complain too much though, still 1.4Mbps better than I pay for. Not to mention that I did the speed test last night when all is still & now I'm doing it when everyone is awake.

I download lots of files from Rapid Share in conjunction with Internet Download Manager, and I'm always getting 3200 kb/s download speed (constant) as reported by IDM.

EXEC: I'm not sure why your upload is so low on Wugnet. Upload should stay the same.
