strange rounded cable question

I hope this question isn't too stupid (probably is) but here goes. I took a dual device, rounded IDE cable, and cut off 1 section. What's left looks like a single device cable. The side that was cut has the tiny remnants of the wires, each individually wrapped.

1. Is this a usable cable?

The dual device cables come with a short side and a long side (the one I'd plug into the mobo).

2. Does it really matter what side goes where?

So have I. Usually when I broke a connector, and just removed it. In the connectors, the cable does not stop and start. It just connects to each of the 40 pins. The device in the center will ask the device at the end for a "break" so it can comunicate, then the center takes over.

If you remove the end, then the middle will act like the device at the end. Just make sure no stray strands are loose.
