PC wont shut down

I worked on my daughters pc last because she said she the it started prompting her for a password and she has never put one on there. I built the box for her 2 yrs ago and I know I didnt set it up with one. Anyways I figured it would be a good time to reformat and start fresh so I did but I noticed when I went to shut it down that it wont turn off. I can select shutdown and windows will shut down, it will turn the monitor off but the box stays on. Its using a Shuttle AK39N board and some cheap ass PSU that came with the box. Could it be something with the board or a flaky PSU?
BTW she keeps this at her mothers house and her mom told me she finally had to pull the power cord to get it to shut off when I came to pick it up.

Sounds like Windows hasn't installed the driver for ACPI. Check your Device Manager. Under "System Devices" see if you have any yellow exclamations.
Under the "Computer" see if it's listed as an ACPI Processor.

I did check in there before I shut it down to just to make sure all the drivers got installed properly and I didnt see any exclamations. However I didnt open all the boxes separately though. It should automatically open the box if its not installed correct?
Anything in the bios maybe?

Well any exclamations would already be open so no you shouldn't have to open them. However you may have a driver that's not installed for a device that's not properly detected.
Check the computer type to make sure it's ACPI.
Did you install all the mobo drivers? For instance if this is a VIA chipset mobo you need to install the 4-in1 drivers first before anything else or many things won't be detected like ACPI, the AGP bus, etc.
You might also check the BIOS menu to make sure ACPI is enabled. It should be by default.

Yeah i installed the mobo drivers first. No problems there. I did notice this board has a molex connector on the mob itself however i dont have anything plugged into it. Surely that wouldnt make a difference would it? I mean its been working fine all this time.

This has happened to me a couple times after updating chipset drivers. I just reinstalled them again and it fixed it. Not sure if that will fix it but thats been my cure.
