Check out
http://www.silentpcreview.com. I used it to silence my home system and can barely hear the thing anymore. A large heatsink with a nice quiet fan on it will be a better/cheaper solution than water.

Im with Nexus... Large slow rpm fans should do the trick without water
works for me.. I have large diameter fans most runing at 7volts and it is quiet as a church mouse. Cool too ! ! !

I actually have a xp120 here that i bought for my 3200 64 and still havent put it on yet... stock cooling seems to be hella quiet. Altho i havent even gotten in to overclocking yet due to not knowing how to. I guess i should go read how to do it and get my money out of my CPU and this cooler sitting here.
