Bizarre lines across monitor

My in-laws have a monitor that displays dark bands across the entire monitor when there is a dark background on the screen. Kind of a wierd effect so its difficult to explain. The monitor itself seems to be OK (I can hook it up to anther computer and it works fine). I've degaussed the monitor, updated drivers, etc. I'm thinking this could be a video card issue. Can anyone sugest anything else it might be?

I had this happen to an old Nvida Vanta video card, nothing was wrong with the monitor, but it would display grayish lines accross parts of the screen, put new card in, all worked great.

Try to checking the refresh rate !

I've seen older Nvidia cards do this as well.

Have you tried adjusting the monitor's Horizontal and/or Vertical Moire? If it has it, that is.

new videodrivers are always a good place to start. but it does sound like a videocard issue. if it has a fan on it, clean it out, could just not be cooling it well.
