This is really strange. I'm running win98 (don't laugh), and today I wanted to off load some mp3 albums in my preperation to perform a clean install. I needed to create some new folders, but the option from Windows Explorer was not there. Normally, it would be clicking on File, then new. This option is gone.
I've completely scanned my C drive with Norton 2001 AV and it did not find anything.
I'm able to create folders using DOS via a DOS window.
I've searched Google and had one person with the same problem. The fix was to change or edit the registry, but that fix did not work either.

I know I'm going to be upgrading shortly to either win2k or xp, but it would be nice to have this problem fixed so I can off load some files.
