cant access add or remove programs

ok this time its not me
my uncle cant get into add or remove programs section of the CP
any ideas he is running 2000 and he has admin on it

See if there's anything else he can't get into. How about MSCONFIG? Task Manager?
There's some viruses that prevent you from running those apps.

probably a virus - saw one like that not too long ago - can't reload av software when it's running,etc

win2k does not have msconfig. You can download and install a program that does much of the same....
what antivirus program is he running? is it updated? make sure it scans the winnt/windows folder completely
check for spyware as well
