Dell Computer that wont start

It seems like I've exhausted everything that I know how to do. From beginning what I was planning on doing was upgrading my buddy's comp to XP so I scanned it for viruses on my machine and removed them, then I backed up his data to my harddrive. Now I am ready to format and install the new OS.... so I thought. I had to go in and change the boot sequence so I went to the bios and it's passworded. So I'm like whatever and I pull the jumper for about 20 seconds. Stick it back on and now it won't start up. So I'm like well maybe the CMOS got messed up or something stupid so I pull the CMOS battery to clear it and then press the power button with out the power hooked up to drain any remaining charges. I stick the battery back in and nothing. Here's a list of where I've gone so far....
-Swapped power supplies (Would of used a power supply tester except the Dell power supplies have that extra set of cords that runs to the mother board along with the normal set so the testers don't work on them.)
-Pulled and seated the CMOS battery multiple times along with the Jumper
-Pulled out all the components (Modem and sound card)
-Pulled RAM
-Pulled Hard Drive
-Re-seated the CPU
-Disconnected the Power button from the Mobo and tried jumping it with a screw driver
Basically where I'm at now is whether or not the main board is fried. I'm at the end of my rope, so if any one has another other ideas before the board is ruled as the deciding factor please say so. Any ideas at all.
