How do you work on a computer that gives nothing back?

I have a computer here that I'm expected to fix and I can't get a single thing to boot up. Nothing on the monitor, the only thing that I have that proves its not the Power supply is the fact that the fans spin and the keyboard lights light up, (Num Lock, etc) I have tried new IDE cables, a brand new HD, no HD (hopin CMOS would come up), removed the Cmos battery for 10 min, and still nothing. I'm at the end of my rope on things to try. There are no beep codes or anything!:run

I would try re-seating/replacing the CPU, ram, and video card. If you make sure all those are good by replacing them or trying them in a working system and it still wont boot then it is safe to assume the mobo is bad.

Following likely probabilities:
1) Bad/Loose CPU
2) Bad/Loose RAM
3) Dead CMOS battery (did you put a meter on it or replace it? Voltage should not be less than 2.9 volts)
4) Bad mobo (you're screwed)
5) Shorted card (remove all cards & see if you get any POST error beeps, which it should to tell you that it can't find a vid card)
6) Shorted drive or fan - unplug all power connectors from all devices except the mobo

# 1 reason you get no beeps... SPEAKER isnt hooked up properly... (if its not on board)

Just because fans start up doesn't mean PSU isn't bad.... i had a bad PSU from newegg that wouldn't boot but would turn on.
