Which one is better the 3.0 GHz Or 3.2 GHz and why?

i dont think you would even see a difference between the two unless you were running some performance hog of a program

bragging rights only...that's what the 3.2 would be good for. there should be a nice price break on the 3.0 compared to the 3.2...save that money for a future upgrade.
