modem problems

problem with the modem in new computer i put together. it sounds full of harsh static when trying to connect and hangs bout 1 second into dialing, after awhile windows say error 678. have uninstalled thru control panel an reinstalled drivers but stll the same. should i try an move the modem card to a new slot or what?
