Installed CS on admin user, limited users cannot use it...

Ok, We have XP pro installed on our dell, and I have users made for my siblings to keeo them from installing crap on our computer. Anywyas, I installed Counter-Strike while logged into the Admin user, and now my brother cannot play the game within his "limited user" account. Is there a way to set the permissions for running a game on a different "limited" user account? I definately don't want to give my brother the password to the admin account, I might as well reformat right then and there.

Anyways, what can I do?
