What can I use to glue on a heatsink/fan to my Radeon 8500?

The best solution is Arctic Sliver thermal adhesive. The only problem with it is the installation becomes somewhat permanent. I have also used Arctic silver thermal compound and super glue. Just spread the thermal compound on the center of the core and leave the four corners clean. Then put a drop of super flue on each corner and attach the heatsink
