Adobe Photo Shop, Paint Shop Pro or any other photo editing program will do.

personally I use Macromedia Fireworks cause it was free
all you would have to do,
import the jpg
resize it (usually in the edit or tools menu on some of the photo editing program)
export as gif (or save as)
simple as that

A good free site that will make a logo for you is
http://www.cooltext.com
Resizing a 1600x1200 image down may even be best as a .jpg instead of a .gif. gif's and mostly for animation though sometimes ok for static images too. If it wasn't so big I'd say send it to me but I'm on dial up and can't take larger files.

thanx blade, as you can see i was already able to resize a .jpg using a simple photo editor. obviously it was an easy question but i just get too lazy sometimes to play around with things :-)
