Assigning drive letters for Card Readers?

I'm having a problem with my USB card reader always wanting to be Drive D:
I've specified my CD with starting drive letter D:, and ending letter D:
and my DVD drive E:/E:
But whenever I reboot the PC, the Lexar card reader wants to be D:
I don't see a place in the Control Panel to reassign the card reader's
drive letter. I end up having to unplug the reader, reboot, then plug
it back in.
What am I doing wrong???
