is it possible to hook up a standard laptop monitor to a pc with a regular video card? Is a special video card or adaptor needed?

Is this about using the screen from a (broken?) Laptop as LCD Monitor on your PC?
In that case you might need some hard to find special hardware since those LCD screens don't come with a Monitor connector like the regular LCD-Monitors.
It is most likely that you need a special datacable, a controller card, maybe an inverter and the special software ... you can check http://www.earthlcd.com/ , they sell LCD kits and even "naked kits" without an LCD screen.

Isn't a LCD flat screen monitor pretty much the same (or at least very similar) to a laptops screen? I've never been excited about those as they're small, very expensive (still) and I think a "normal" monitor looks better IMO. They take up less space but how often is that space behind a monitor really a problem?
