Del or f11 or f12 doesn't work? Usually when a system starts up it tells you how to enter setup. Try looking for that when booting but sometimes it flashes rather quickly.
Not sure if it can boot from the cdrom but there's one way to find out.

Just try hitting one of the keys blade mention during the bootup before the "starting windows" displays. I guess you see an IBM logo during the innitial bootup?
So try: DEL, F1, F2, F10, F11, F12 each several times during bootup since you have to hit the right timing which is hard when there's a BIOS screen.
There are also some key combinations for some setups like ALT+F1 or CTRL+ENTER and many more.
Another option is for IBM Aptiva that requires to press both mousebuttons during bootup to enter the BIOS.

FWIW, we have a couple of 2 year old IBM servers: Hit F2 to get in on those. Or change memory: pull out one of the memory sticks and boot up. It will want to go into CMOS to verify you wanted to change the memory totals.
