Why such bad performance in UT??

I don't understand this. Right now I'm getting about 25-40 fps in UT, 1024x768x32 default settings in ati tab, high settings in UT. I'm running win2k at the moment, but like 2 weeks ago when I was running winxp I was getting about 75-85 fps in UT. Here is my setup:
win2k
athlon xp 1600+ @1.4
azza 366a-av

256megs 2100
radeon 64meg vivo
sb live
I've reinstalled the 4 in1s, UT, directx, ati drivers, nothing helps

Oh yeah I'm getting this poor performance in d3d and opengl with UT. I haven't tried any other games yet, but I really want to know what the matter with UT. I'm using the latest beta win2k ati drivers from rage3d and the 4.26 4in1s. If anyones got any ideas I'd love to hear em

I think the latest 4n1's are 4.31. Find them at
http://www.viahardware.com Also, I'm assuming you have SP2 for win2k loaded? And maybe try turning off 3D sound in UT if its enabled(or lowering sound quality). A couple suggestions there for ya.
Oh ya, make sure you don't have FSAA turned on, or if you do make sure its not on 4x... knock it down to 2x or turn it off... that will really hurt frame rate too. You do that in display settings under direct3d settings and OpenGL settings.

Use D3D not OpenGL in UT unless you want to experiment with that unsupported beta UT OpenGL driver that's been floating around.
If you previously had another video card on this system, you should use the -firstrun command to for UT to redetect the new card and reset the video settings:
C:\UnrealTournament\System\UnrealTournament.exe -firstrun
I'd benchmark it in Quake3 or some other game first to assertain whether it's UT specific or a video card/driver issue. Otherwise you'll just be chasing your tail.
